今日の｢世界(Global)｣を｢コモンウェルス(Commonwealth)｣という「雲(Clouds)」が覆っている｡この数多くの雲は各地──最近だけでも、パレスチナやユーゴスラビア、アフガニスタン、イラク、スーダン──にさまざまな不幸と苦難をもたらしている｡
コモンウェルス雲が他のコモンウェルス雲とオーバーラップすると、強い引力が生じる。斥力によって反発することはない。結びつく。また、コモンウェルス雲には中心があるけれども、それは積極的ではない。ただコモンウェルス雲は中心にいくほど密度が濃く、離れると薄くなり、僅かな変化によって中心ならびに全体が大きく変動する。中心らしきものが複数同時に見られることもある。中心があるともないとも言えない。
この観測結果から次の二点が顕在化している。
コモンウェルス雲はすでに世界中のあらゆる権力から「キャンペーン(Campaign)」として認知され、体制を形成している。
その体制はソフトであり､invisibleであって、初期値敏感性を持った複雑系的現象である。コモンウェルスはvisibleな暴力による強制はない。国民国家と帝国主義は暴力をvisibleに使っている。二〇世紀の暴力は、むしろ、invisibleになっているからこそ、メディア、特に電波メディアを通じて、visibleにする必要があり、それが可能になると、すぐさまカオス現象が生じる。
このコモンウェルス、すなわち二〇世紀の体制を語るために、いくつかのキー・ワードを提起し、キー・ワードによる歴史を以下に公表する。「今を過ぎ去るこの時を生きよ。明日出来ることはそれに任せるがよい(carpe diem, quam minimum
